Tobacco

The WHO Framework Convention on Tobacco Control was adopted as World Health Assembly Resolution 56.1, and entered into force on 27 February 2005. This is the first treaty negotiated by WHO.

Plain packaging removes color and branding on cigarette packages.  Graphic photos of smoker's diseases are sometimes added.  Australia was the first country to pass legislation.

  • Philip Morris Asia challenged the legislation under an Australia - Hong Kong investment agreement, but in December 2015, the tribunal issued a unanimous decision agreeing with Australia that the tribunal has no jurisdiction in this issue.
